Laws and regulations are typically based on consultations and agreements issued by governing authorities. Understanding their interpretation is crucial for grasping both the intentions and the practical application of the regulations.
Here, we will add consultations from Norwegian Official Reports (NOUs), concluded agreements, and other documents that are guiding or directive.

Health Community of Troms and Ofoten

A health community is a collaboration arena consisting of the health enterprise and the municipalities or city districts in the catchment area. With a total of 19 health collaborations in Norway, this concept was introduced in the National Health and Hospital Plan 2020-2023. The aim is for representatives from both health trusts and municipalities, including general practitioners and users, to meet and collectively develop services. This effort prioritizes collaboration on the four groups highlighted in the National Health and Hospital Plan: children and young people, severely mentally ill, frail elderly, and patients with multiple chronic conditions.

The Arctic Ocean Declaration (Ishavserklæringen)

The Arctic Ocean Declaration (Ishavserklæringen) lays the foundation for a comprehensive effort to improve health services for people with complex needs. It focuses on the principles of putting the individual at the centre, promoting prevention and self-management, and ensuring adequate competence among healthcare professionals at all levels. The collaboration involves users, GPs, municipalities, and University Hospital of North Norway (UNN) and utilises modern technology to support services. The Arctic Ocean Declaration (Ishavserklæringen) aims to create a holistic, proactive, and efficient healthcare system that provides the best possible care and support to citizens.

Collaborative Agreements

Collaboration on Patient-Centred Health Services and teams can be organized in various ways based on local needs and opportunities. Teams can be jointly established (as in Tromsø and Central-Troms), or teamwork can be organized in either hospitals or municipalities. There's also the option for remote Person-Centred teamwork, where dedicated contacts and interdisciplinary teams in municipalities work closely with established PACT teams in the specialist health service.

The PACT collaboration in the north is anchored through collaboration agreements between UNN the municipality based on the chosen PACT model.
